Upcoming Changes to CITB Short Course Funding: What You Need to Know

At Boss Training, we understand how crucial CITB funding has been for construction businesses to access essential training. CITB has now confirmed significant changes that will impact how employers secure funding in 2026. Here’s everything you need to know.

Short Course Grants Are Ending in January 2026

From 8 January 2026, CITB will remove grants for most Short Courses. Funding will now be delivered exclusively through the Employer Networks Scheme, with only a small number of specialist courses continuing under the Grants Scheme.

What this means for you:

  • You can still access funding for Short Courses, but only via Employer Networks.
  • Any training booked before 8 December 2025 and delivered by 31 March 2026 will be honoured at current grant rates (evidence required).

Employer Networks Scheme Updates

Employer Networks were introduced in 2022 to simplify access to funding. From 8 January 2026, the following changes apply:

  • Funding for short-duration courses will reduce from 70% to 50%.
  • Health & Safety courses will be supported at 30% of the average market rate.
  • First Aid training will no longer be funded.
  • Employer Network budgets will be fixed annually.
  • Large employers (250+ employees) will lose access to Employer Networks funding after 31 March 2026.

Already Booked Training?

If you have booked training through Employer Networks before 8 December 2025 and it is delivered by 1 April 2026, the 70% funded rate will still apply. You must ensure you have evidence for CITB.

Why Are These Changes Happening?

CITB has seen a 36% increase in demand for funding since 2021, while Levy rates have remained unchanged. Without these changes, support services would be at risk. The new model ensures sustainability and focuses funding where it has the greatest impact.

What About Large Employers?

From 1 April 2026, CITB will launch a Large Employer Fund as a dedicated route for businesses with 250+ employees. More details will be announced in early 2026.

Can eLearning Still Be Funded?

Yes. Employer Networks can still fund eLearning courses, including our UKATA Asbestos Awareness eLearning.

Key Dates to Remember

1 April 2026 – New Large Employer Fund launches.

8 January 2026 – New funding rules take effect.

31 March 2026 – Large employers lose access to Employer Networks.
